New Improvements In Store For Fort Riley Commissary

"At DeCA, we celebrate 247 years of service to the military by offering commissary benefits that provide significant savings to military members, retirees and family members," said Saucedo. "In these inflationary times, savings in benefits are needed more than ever. Many of our young service people and families would not be able to get by each month without a pension.

In 1825, military officers were allowed to purchase goods from subdivision warehouses, and in 1841 they were allowed to buy goods for their families.
On July 1, 1867, Congress authorized grain dealers to begin selling their wares to registered persons. In 1868, a typical commissary grocery store had approximately 82 products. It was comparable to what was seen in modern dry goods stores at the time.
In the early 1900s, self-supply warehouses were replaced by commissaries run by the US Army. The first foreign stores were opened in 1899 and 1900 in the Philippines and China. Stores followed in 1904 in Panama and the Caribbean and in France in 1918.
Other military services began to adopt the concept of military command operations, but developed their own stores to meet the needs of their customers. Commissaries have always been especially important to the quality of life of soldiers and their family members living overseas.
Commissaries Honor Army's 247 Years Of Service
By the end of World War II, each service had its own office: the Army Support Services Agency (TSA), the Navy Sales Support Office (NAVRESSO), the Marine Corps Command, and the Air Force Command Service (AFCOMS). The US Coast Guard operated some of the smaller stores in the exchange.
In 1952, the Department of Defense (DOD) mandated a 2% surcharge to cover store costs. This rate gradually increased until it reached its current level of 5% in 1983. The money from this levy will pay for the construction, maintenance, and improvement of stores, as well as for equipment and supplies.
In 1989, Congress directed DOD to study the effectiveness of implementing separate military command systems. The study suggested that all separate systems should be consolidated under one organization to improve customer service and save money. This led to the establishment of the Chief of Defense Staff on May 15, 1990, with General John P. Dreska was the first director of DCA. On October 1, 1991, DCA accepted all United States military commanders worldwide.
Today, commissaries continue to save soldiers and their families thousands of dollars each year on their purchases by comparing similar products available in stores.

Barrett participated in the ribbon cutting ceremony representing Fort Riley families along with her husband, Sgt. 1st Class Jason Barrett, 601st Air Support Battalion, Combat Aviation Squadron, 1st Infantry Division; and their 11-year-old son, Tristan.
"These facilities have improved the quality of life for Soldiers, families and retirees," she said. "I want to thank the board and management for providing us with such facilities."
"I appreciate all your understanding in dealing with the problems of the last 28 months, and when all is said and done, we will give you an excellent facility to shop in and be proud of, and hopefully, an enjoyable shopping trip when you coming," he said. "I've done a lot of renovations over the years, and I can tell you that none of them have been very exciting. This one is especially painful. As you can see, the store has grown quite a bit. Here we are. Add a lot of new things. It will a great resource for you to shop in the future."
Batenhorst thanked those who came to the project as they completed the renovations without closing the shop for an hour.

"I'm very proud of the DCA team," he said. “You make a huge contribution to the quality of life for everyone here at Fort Riley.
The renovation and addition project expanded the store by about 75 percent and replaced all the refrigeration systems and display cases. Eight cabins have been added and the interior has a new, colorful interior.
"Every room in the store is huge," Howell said. "Our focus has always been on providing world-class customer service and this store will help us deliver."
"We've increased it from 14,000 to 19,000 lines. That's significant. A lot of the additions are exclusives and club packages."
Government Shutdown Impacts At Fort Riley
As the renovation has progressed over the past two years, products have moved and are not in the same place they were before the renovation began. He said large signs hung in the middle of each aisle will help customers find products, and a store map is available on shelves at both store entrances.
"Associates are available on the sales floor to assist any buyer who needs assistance," said Howell. "If a customer has a question or is having trouble finding a product, we want them to ask one of our partners for help." Howell was executive director from 2009 to 2016. He oversaw nine military commissions from Wisconsin to Arkansas before returning to Fort Gordon in Georgia, then Scott Air Force Base in Illinois to Fort Riley.
